PATRICK JACOB

Mr. Patrick Jacob is a well-experienced consultant, specializing in the areas of Quality Management, Health & Safety and Leadership & Teamwork.
His primary professional qualifications are:

  • IRCA Registered Lead Auditor for ISO 9001:2015,
  • Trained and certified in Leadership & Teambuilding
    (Rapport Leadership International).

Quality Management
Mr. Patrick Jacob holds a BSc in Pure and Applied Physics (1986) from the University of the West Indies and an MBA from Heriot-Watt University, Scotland (2006).
He is also a Lead Auditor with the International Register of Certified Auditors (cert # 6096485) CQI/IRCA United Kingdom and a long standing member of the American Society for Quality (ASQ).
He was employed at ISCOTT and then Caribbean ISPAT Limited in Pt. Lisas for eleven (11) years, and then moved on to Cliffs and Associates (CAL) where he was the Management Representative & Process Manager responsible for successfully taking the company to ISO 9001:2000 certification in July, 2002.
He founded Quality Plus Consultants (QPC) in July, 2003 and has trained, audited and consulted throughout Trinidad and Tobago, Guyana, and St Lucia, and Barbados in Quality Management, Team Building and process mapping. His Quality Management Consultancy, QPC has successfully guided the following to Quality Management Standard (QMS) certification.

Devindra Chattergoon B. Sc., MBA

Devindra began his career in the natural gas industry (in 1993), and has consulting / management experience in more than 80 organizations and over 40 industries, including:

Since 1996 he has worked with ISO 9001, API Q1, ISO/IEC 17025 & 17020, ISO 15189 and other standards. He has trained over 2,800 persons, and has over 1,800 hours of audit experience. Based in Trinidad, his international experience includes Japan, USA, UK, Italy, Holland, Mexico, the Azores (Portugal), Bermuda & 9 CARICOM countries, some on IDB & EDF-funded projects. He is recognized in the English-speaking Caribbean as an expert in Quality Management Systems.

As a technical expert to ISO he worked directly on ISO 10005 (Quality Plans), ISO 19011 (Auditing), ISO/TS 9002 (Guidance for ISO 9001) and IWA 31 (Risk). He was the Quality Manager at the Trinidad & Tobago Bureau of Standards (TTBS) who had the distinction of successfully leading them to being one of twelve certified national standards bodies (as at May 2005). He was also the Lead Consultant for the 1st ISO/IEC 17020 accreditation in CARICOM.

Devindra is a trained ISO 9001 Lead Auditor, ISO/IEC 17025 Assessor and holds a B. Sc. (Hons.) in Chemistry and Management (University of the West Indies). He successfully completed an MBA (Innovation and Technology Management specialization) at the Ritsumeikan Asia Pacific University, Japan. He also holds the NEBOSH General Certificate (Safety), certification in Engineering (Mechanical, Electrical & Electronic), and Building Construction (UWI).

He provides management consultancy services, serves as the Chair of the ISO/TC 176 Mirror Committee at TTBS, is the elected President of the Trinidad & Tobago Society for Quality (www.ttsq.net) and supports the UWI Alumni Association.


Associate Profile – Dianne M. Jobity

Dianne has over twenty-two (22) years of work experience, of which at least nineteen (19) years were spent in Quality and ISO 9001, primarily in the downstream petrochemical sector. During her tenure in the petrochemical sector she held the position of Materials Supervisor for a number of years. Her duties involved, but were not limited to, overseeing activities in the areas of Purchasing, Tenders and Contracts, Vendor Management and the development and monitoring of Key Performance Indicators (KPIs). She was also her department’s representative for all ISO related matters and she was the Lead Materials Representative during the implementation of ISO 9001:2008 at one of her company’s sister plant facilities.

She holds a Bachelor of Science degree in Management Studies from UWI and has successfully completed a series of Quality related courses including:

  • ISO 9001:2008 Internal Auditor,
  • QMS Documentation Training,
  • Process Approach and PDCA,
  • Risk-based Thinking,
  • ISO 9001:2015 Auditor Transition Training (IRCA-approved course)

Associate Profile – Tamara N. Thompson

Tamara has over twenty (20) years of work experience, of which ten (10) years were spent in Quality and ISO 9001, primarily in the oil & gas sector. She has worked as the Management Representative for a provider of goods and technical services in an ISO 9001-certified company for a regional conglomerate.

Her experience includes Corporate Social Responsibility (CSR), Document Control and Accounting.

She holds an Advanced Diploma in International Business from the Association for Business Executives (UK).

She has successfully completed Quality courses including:

  • The ASQ Certified Manager of Quality/Organizational Excellence,
  • ISO 9001:2000 Certificated Lead Auditor,
  • QMS Documentation Training.
  • Process Approach and PDCA,

She has also completed basic training in Project Management, Health and Safety and AutoCAD.


Associate Profile – Ronald Koylass

Mr. Ronald Koylass is an experienced Consultant with over fifteen years of experience in in project management, operations management and medical engineering in the health sector. He is presently functioning as a Healthcare Consultant for the design, construction and equipping of a new 540-bed facility as part of the redevelopment of the Port of Spain General Hospital, Republic of Trinidad and Tobago. His major professional qualifications are in quality management, health and safety, medical equipment technology and biomedical engineering. He has received specialized training in the application and use of Public Private Partnership (PPP) procurement models within the health sector and has developed knowledge in the use and application of the American Institute of Architect (AIA) Facilities Guidelines (FGI) for Hospitals. He has attended a number of International conferences and workshops on health systems technology.

Mr. Ronald Koylass holds the following qualifications:

Major Hospital Projects in the Republic of Trinidad and Tobago

  • Led the development of User Briefs and Employer’s Requirements for major Hospital Projects in Trinidad and Tobago, to include the construction of the 150 – bed Arima General Hospital, 106 – bed Point Fortin Hospital, 540 – bed Port of Spain General Hospital (ongoing) and 106 – bed new Sangre Grande Hospital (ongoing)
  • Functioned as the Component Lead for the Inter-American Development Bank (IADB) Health Sector Services Programme (HSSP) for the Health Facilities Investment Management Component 4 in Trinidad and Tobago at the Ministry of Health and Regional Health Authorities
  • Functioned as the Trinidad and Tobago Lead on the Joint Working Group (JWG) on Industrial Cooperation in the Health Sector with the Republic of Austria for the construction of the new Sangre Grande Hospital.
  • Provided Client oversight on the review and acceptance of designs and functional spaces based on AIA, FGI Guidelines in support of Hospital Accreditation requirements for Joint Commission International (JCI)
